Investitionsbank des Landes Brandenburg

  • Investitionsbank des Landes Brandenburg (ILB) was established on 31 March 1992 as an institute incorporated under public law.
  • As the central investment and development bank of the federal state of Brandenburg, we operate in the business, infrastructure and housing sectors. We cooperate closely with savings banks as well as cooperative and private banks.
  • The members of the Board are Klaus-Dieter Licht (Chairman), Jacqueline Tag and Tillmann Stenger.
  • The federal state of Brandenburg and NRW.BANK each hold a 50% stake in ILB.
  • Promotion activities in 2010 were driven by confidence in the economy following the recovery from the economic and financial crisis. We managed to record the best-ever result in ILB's history. With balance sheet growth at a moderate level, ILB once again recorded a good result for the year.
  • Net interest income developed well. At €56.8m, this figure was up €4.0m against 2009. In 2010, we recorded a very good result of €51.7m before risk provisions and the formation of reserves.
  • Since 1990, investments totalling €70bn have been enabled through ILB's promotional funds of €30bn. Almost €40bn was invested in the business sector alone, creating 135,000 new jobs.

Investment and development business in general

  • Our investment and development activities cover support programmes on behalf of the federal state of Brandenburg and ILB's own products.
  • In 2010, we approved loans, subsidies and grants amounting to around €1.4bn for 4,708 projects, once again reaching the same record level as 2009.
  • In addition to support funds financed by public budgets, 54.0 percent of the total commitment in 2010 originated from ILB funds. We thereby significantly helped to relieve the burden on Brandenburg's budget while successfully continuing to pursue our development as a promotional loan bank.
  • Since the introduction of the Brandenburg loan family, we have approved almost 2,400 loans accounting for a total volume of almost one billion euros. By drawing on the promotional fund, we can also offer low interest rates for these loans. A loan volume of €283m in 2010 represented a 21.7 percent increase against the previous year.

Business

  • In the business sector, we provide tailored financing programmes for commercial enterprises, founders, freelance professionals, media firms and farmers.
  • We handle the development and support programmes by the federal state of Brandenburg and the federal government in the form of subsidies and loans. This service is supplemented by ILB's own products.
  • The commercial, agricultural, media and investment sectors accounted for 47.5 percent of total commitments. Funds totalling €684.2m have been pledged in this area.
  • Support for the business sector alone included 1,562 projects involving funds in the order of €449.7m.
  • Subsidies and grants under the "Improvement of the regional economic structure" common task programme continued to be the most important promotional tool for the business sector (GRW-Gewerbe). This offer met with particularly strong demand in 2010. Drawing on funds from the European Fund for Regional Development (EFRD), we pledged a total of €1.2bn under this programme. With 471 projects and more than 3,800 new jobs, 2010 was the best year of the past decade.
  • Within the scope of the Brandenburg loan for medium-sized enterprises, we were able to approve 453 applications representing a volume of €73.3m.
  • In 2010, a total of €104.3m was pledged for 425 projects in the agricultural sector. We thereby responded to the continuously high demand for financing in this sector.
  • On behalf of Medienboard Berlin-Brandenburg GmbH, we act as trustees and manage the promotional programmes offered by the film promotion fund of the federal states of Berlin and Brandenburg with a support volume of €28.5m in 2010. We also provided €20m for intermediate financing for 36 film and TV productions.
  • In 2010, our equity capital firms once again did much to strengthen the equity basis of growth and innovation orientated enterprises in Brandenburg.
  • "BeteiligungsFonds Brandenburg" invested more than €19m in 19 companies. Its successor, "Wachstumsfonds Brandenburg", has already invested €11m in 14 companies. This created and secured 240 jobs.
  • Demand was high for funds under the "Frühphasenfonds Brandenburg" programme for founders, especially those with close ties to Brandenburg's universities and research institutes. The fund has so far invested a total of €2.4m in six shareholdings.

Infrastructure

  • In the infrastructure sector, we finance projects by municipalities, municipal special-purpose associations, municipal enterprises as well as social, scientific, educational and cultural institutions.
  • In 2010, we enabled total investment of €258.2m by pledging a total of €161.6m as part of our business management activities.
  • We supported 834 infrastructure projects worth €507.5m.
  • With a share of 68.2 percent of total commitments, ILB's products once again reached the same high level as the previous year.

Housing

  • We support projects in the municipal, cooperative and private housing sectors aimed to modernize and maintain rented housing.
  • We help private households to build homes.
  • We support the political goals of promoting housing designed for several generations, as well as housing geared towards social, energy efficiency and hence sustainability needs.
  • In a total of 1,236 projects, we helped to finance 9,987 residential units with loans and grants worth €249.3m. This marks a 30 percent increase in the number of pledges in 2010 compared to the previous year.
