Medienboard Berlin-Brandenburg provides loans and subsidies for film and media projects in the Berlin-Brandenburg region. ILB is commissioned to implement the funding. Medienboard Berlin-Brandenburg GmbH supports:

  • Film producers
  • Film distributors and sales companies
  • festival Organiser and similar events
  • Game developers
  • Developers of content for new media

Items eligible for support and subsidy

Film support

Medienboard provides funding for films from the very beginning: from screenplay development and project development (packaging), slate funding (development) right through to production, distribution and sales.

Support for cinemas

What's more, Medienboard also supports extraordinary or innovative marketing measures by individual cinemas in Berlin and Brandenburg, most notably for arthouse cinemas offering quality programmes.

Under the special "cinema digitisation" programme, commercial cinemas in Berlin and Brandenburg can apply for grants for retrofit programmes for digital film projection equipment.

Support for innovative audiovisual content

In this category, Medienboard supports the development of new, mature content for games, Web 2.0 and mobile devices in the development and production categories. The support decision specifically considers innovative quality and benefit for the Berlin-Brandenburg region.

Support measures for regional projects

Medienboard supports projects related to the development, professionalisation and presentation of the Berlin-Brandenburg film and media region. Funding is available for awards and competitions, festivals, children's cinema projects, cultural film projects ad other events.

Eligible projects Film production, screenplay and project development, film distribution and sales
Type of support Conditionally repayable loans subject to success
Regional effect At least 100% of the development and support funds must be spent in the Berlin-Brandenburg region
Repayment
  • Conditional repayment of loans for screenplay development, project development and package measures at the beginning of shooting
  • Repayment of production, distribution and sales funding money within 5 years from revenue

Cinema support: Marketing

  • EUR 10,000 per cinema
  • EUR 20,000 for cinema cooperation projects
  • for measures which strengthen cinemas in Berlin and Brandenburg as a whole, or higher amounts in individual cases

Application procedure Submission of the application must be preceded by a meeting with Medienboard's cinema commissioner

Cinema support: Digitisation

  • 25% of costs, EUR 18,000 maximum
  • 30% of costs, maximum of EUR 21,600 on application if the cinema has received a programme award from Medienboard or the Federal Government Commissioner for Culture and the Media during the last two years, or if the cinema is located in a city with a population of less than 20,000
Share of applicant's own funds (including third-party funds to be unconditionally repaid): At least 20% of costs
Third-party funds to be unconditionally repaid are counted towards the share of own funds
Application procedure Submission of the application must be preceded by a meeting with Medienboard's cinema commissioner

Innovative audiovisual content

Type of support Interest-free, redeemable loan subject to success
Maximum support 50% of development or production costs
Regional effect 100% of the development and support funds must be spent in the Berlin-Brandenburg region
Share of own funds At least 5% of total financing. Unconditionally repayable third-party funds are counted towards the share of own funds.

Ablauf / Verfahren

Description of the application procedure

You can submit your application to Medienboard Berlin-Brandenburg. Following Medienboard's decision to grant support, ILB will examine the cost calculation and financing of the project in question along with certain other aspects, such as compliance with Medienboard's guidelines and the Film Support Law. ILB signs the film support agreements and verifies the implementation of the projects.
